Sticky Post in the New Members Board

I've noticed we have had a major influx of new members recently, and i've noticed that some of them have not posted in the new members section. I feel the reason behind this is because they may not understand the syntax or what to say.

I would like to suggest the implementation of a "New Members-Read Here" sticky which tells them to list their name (if they want) location, background and a little about themselves. And maybe also make them aware of our views on incorrect grammar and such.
