flame retardant padding

We're working on some haunted attractions and need to pad some walls and corners that guests may run into in the dark. The AHJ doesn't like us to use any kinds of foam because of flammability. Can anyone think of something similar to carpet pad or foam rubber, but flame retardant or treatable?

This is the first thing that comes to mind. Gym wall padding, if it is fit for a skool then it should pass AHJ.

It's hard to argue with an AHJ but there are all sorts of foams that are either inherently flame retardant or formulated to meet specs. Sleeping pads and upholstery are required to meet some pretty stringent standards. Polyester polyurethanes are probably more flame retardant than the walls and corners they are protecting.

My idea would be to ask the AHJ about padding the walls however you want and then covering that with a fire retardant material.
