Does anyone know how to create effects on the expression board, I am designing a show that needs a chase sequence and I am having a difficult time trying to figure how to do it

Try a search on this forum, there are a large number of posts on advanced programming techniques on the Express(ion). Here is one.

Expression I (original), 2x, or 3? There are some differences.

Rough summary, and I'm doing this from memory so may not be fully accurate...
Press Blind.
Record the cue.
Press Effect.
Press S1 which should be labeled Step.
1 Enter.
Console should display "select channel numbers".
Enter the channel(s) for that step only.
Press either S1 2 enter, OR the down arrow.
Enter the channel(s) for step 2.
Repeat until done.
Record. Enter.
Play back the cue.
You'll probably need to edit the Step times as well as the In/Dwell/Out times, and possibly the HI and LO Levels.
The arrow keys allow you to navigate around the spreadsheet-like display.
S7 and S8, More Attributes and More Softkeys will open up more possibilities for customization.

The manuals do a good job of explaining. Although I'm not sure why chausman linked to the manual for the Express Two-Scene console. The following are probably more appropriate:

Expression I: http://www.etcconnect.com/docs/docs_downloads/manuals/Expression 1 v2.0 Manual.pdf
Expression 2x: http://www.etcconnect.com/docs/docs_downloads/manuals/Expression_2x_v2.0_User_Manual.pdf
Expression 3: http://www.etcconnect.com/docs/docs_downloads/manuals/Expression_3_v3.1_User_Manual.pdf
