tilt mount

I'm making mounts for putting graphics panels on a railing in a museum. I'd like a mount that works similarly to a tilt knob on a lighting instrument. Or a boom mic or cymbal stand. Basically two plates connected by a pivot point and a tightening knob. We could fabricate something, but wondering if there is anything good off-the-shelf.

Seems kind of specific. I don't think you will find anything off the shelf besides the knobs themselves. There is a plethora of TV wall mounts tho so you could convert that maybe if you tapped some threaded holes into the back of the panel. Unless I am completely confused then merp.
