I'm so fly....I Neverland.
The coolest thing I can think of is:
1. Put flame retardent on EVERYthing. Yes, I said EVERYthing.
2. Have a true, legit, and proven emergency exit plan for this event.
3. Go through this all with the local fire inspector.
You wouldn't believe how many people try to do one of these types of events, and have no idea how to safely evacuate a bunch of purposely disoriented punters from A LABRYNTH!
Dare I mention how difficult it was to evacuate The Station, in R.I., when fire broke out and that was just a single room (more or less)? Living with "murder" and/or "manslaughter" on one's conscience has gotta be a b!tch.
Other than that, my personal preference in mazes is strobe-o-rama and lots of Ministry on the P.A.

If this is going to be a public thing i would stay away from lots of strobe lights becasue some people get seizures from them.

Other than that, dry ice is cool. People love blacklights.... pretty much anything you can pick up at your local party store in October. Speaking of which, why would you be doing a haunted house in the beginning of the summer?

have real people be the "dummies". I went to a "Haunted Forest" where there was a wax dummy of a lumberjack next to a log with a chainsaw in his hand...and then he was running at me revving the thing to the extreme...It was freakin awesome.

Even though you will not use them when your haunted house is "open for business" hang enough plain white work lights (on their own circuit) to light up the entire "on stage" area, and train your crew as to how to turn them on. Ideally, one well placed switch should turn on all the work lights for a given section or area. This way, if ANYTHING happens, you can instantly light the whole thing and people can see to safely exit, etc.
If you can afford the plexiglass, or glass, this effect is well worth it.
If you use strobe lights, you MUST post the appropriate sineage at your venue.
The trick with strobelights is to use them in a room that is painted in a pattern of some sort, like a black and white checkerboard (I'm talking walls, floor, and ceiling). They don't have to be perfect squares, vary the size and angles. Then have one or two people dressed (and made up) in costumes that mimic the pattern on the walls. Turn on the strobe light and have them freeze when a guest enters the room. As the guest tries to move through the room, have your people move in short bursts. This is very effective. (Needless to say, have a way for epleptic guests, and guests who suffer from vertigo, to bypass this room)
I would assume she is planning ahead..... (last minute haunted houses tend to suck).
With the strobe, some great effects can be obtained with a complete dark room, and then strobe at only one flash per seccond. it gives the jearky effect, which can be used to great effect.
If your going to do the "Evil Laugh" bit, have it alternate speakers as its playing, so it comes from different directions.

Now, if you've got all summer, look up the difference between cheap blacklights and true blacklights. (I think there is a thread about them on CB somewhere) They make a HUGE difference in the effectiveness of the effect.

try halloweenforum.com and halloweenmonsterlist.info there are alot of great props and info on both, the only downside you have right now is time, alot of us started on our setups in dec-jan so you need to keep it simple, music is a great effect to use, back-ground music with small sounds from different locations. use of startle scares: actors jumping out, chainless chainsaw, air cannon ( aimed at feet only ). build suspense then create a quick effect.
in mine i use many pneumatic startle props, animatronics and FOG.
lighting is key in any scene, dim reds, blues and greens, and as always make sure people can't "see the wires" effects are always alot better when kept neat, clean and hard to figure out.
