    I'm not sure of your actual application, but you can control the rate of an effects submaster by pressing (in stage mode) [Sub] #, then [S7] More Soft Keys, until you see [S5] Rate as an option. You can then either enter a value or use the trackpad live. Pressing [ENTER] saves the value, FYI.
