It maybe worth getting in touch with the Association of Stage Pyrotechnicians (http://www.stage-pyro.org.uk/news.php) they should be able to give more advice and information on current regs.

I ended up using a PowerPoint projection for the background and we made a gobo from the bottom of a sweet tin. Was surprised how well it worked.

The LEDs are 4 Par 64s and a Par 56. If we unplug the splitter and just run the board straight to the simmer pack then no surging occurs. I've checked all the connections and cables but still no luck.
