You might be able to do what you want using MIDI. That board should read standard MIDI data to control channels as well as Midi Show Control for cue playback etc.

I have used the Elation product many times with no problems. It is connected to a few American DJ RGB LED strip lights and works great.

I recommend the Enttec DMX USB Pro. It is a little out of your price range but I find it to be very reliable. There are many free software programs you can use with it.
