The only thing I can think of is the CO2 squibs we used for blood effects in Lt. of Inishmore. There has to be a way of rigging a small co2 fire extinguisher, with a metered release and have it be operated byt he actor with a battery powered release, just a momentary switch.
 
At the risk of being too simplistic, why not put a co2 fire extinguisher in a backpack? shouldn't be too hard to rig a thing to squeeze the handle, he reaches down under the pack to the pull ring that yanks the handle down.. something like that.

Thought of fire extinguishers, but they're not cheap and mostly not rechargable. Any more specs on your use?
 
Smoke in a can sounds like it would fit this bill.

Lay the can nozzle down to shoot out the bottom and add a piece of something tied to some string that can be pulled when he grabs his backpack straps.

Want it to be control by the board you can get creative and throw a wireless RC4 in the mix with a motor that pushes down on the nozzle when he’s “taking off”

Being that it’s a backpack it can hold tons of stuff to make an awesome effect.

What about a backpack with a geyser and a UPS?

assuming your UPS can handle the 1500W load, it would get the desired effect rather nicely.
@EdSavoie Have you ever looked into the weight of a UPS that powerful with anymore then 30 seconds run time?
The Middle Atlantic Products #UPS2200R (without any options) [Tucked under my desk] weighs 95 pounds out of the box WITHOUT its rack ears attached. I realize we're talking a back pack here but a 95 pound UPS is fairly heavy on its own before you add your geyser. (Possibly if your geyser's shooting down it can generate sufficient thrust to lighten the load? [Just raggin' you.])
