Which part in my mover is broken?

I have several Elation Platinum 15R Pro fixtures in my theatre. My current issue is one of lamp striking. I can see that the lamp is trying to arc, with a blue light coming from the lamp and an arcing sound, but it just won't complete the job. It keeps trying every 15 seconds to no avail. I'm not sure if it is the lamp, the power supply or the ballast. Anyone able to point me in the right direction?
 
Well if you can spare a lamp swap start there. Then if the lamp still doesn’t strike it’s the ballast. Since you’ve stated it does keep trying.

This of course is assuming the fixture is getting the proper electricity it needs to strike the lamp.
Quick test is the turn off the other fixtures sharing the circuit and if the problem fixture strikes then you have to many on a breaker to effectively strike or another fixture over drawing power causing your issue. This is far fetched but is a possibility.

I don't have a spare lamp, but I guess I can pull one from a working fixture.
If that doesn't work, I guess I'll meter the power supply and see if its sending the right voltage. It's on the bench right now, so I know that its getting enough voltage and current to the Mains.

Be very careful if you're going to meter the lamp. The ignition voltage is very high. If you don't have experience poking around in discharge lamps it's not to be recommended.

I ran into this same issue. What I found was it was an issue of bad fans around the lamp. If none of those other solutions work, replace all the fans.
