light won't dim

I'm baffled. I have an Element with a Leprecon ULD 360. Circuit 4 is patched to channel 4 and the light, once plugged in, comes on full. Any light I plug in comes on full. It's not parked. I reset the Element completely. I can turn the Element off and the light is still on full. I'm guessing...
