Ah low budget school "rigging"

I'm camping this weekend and the local community is having a big garage sale at their elementary school. Walking through their Gym-atorium I enjoyed their stage's rigging. At least they have smoke doors!

Are the people in that area giants? The pull string looks a bit short. lol.

Also at least they put the hardware into a beam and not the ceiling tiles.

What are the loops under the HVAC duct for I wonder? And what do they actually get used for?
