Don't Know What it Does- Theatre Drop Stand

Hi all. We were gifted several of these rolling stands that say "theatre drop stand", and by all accounts they are for rolling on and off tall drops.... Each one is about 8 feet wide with offset wheels and very hard to tip over....Telescopes to 14 feet or so.

Here is the head scratcher-- there are two movable "feet" on each stand. They move up and down a foot or so, but do not, as one would think, reach the floor. What are the feet (with the yellow "show" in the pic), for? They are in their lowest position.

They should be adjustable and the idea is to roll it into position and drop it, so as the name implies, it is sitting on the floor. Could be they were never set up correctly or were being used with blocks under them.
