Elation PowerSpot 575 basic: Lamp won't strike

I have four Elation PowerSpot 575 basics that won't strike their lamps. I have tried replacing the ballasts and the ignitors with ones that I know work and neither one helped. I have checked all of the wiring and nothing is lose. Has anyone had this problem with these fixtures before? Anything I'm over looking?

Are the lamps good? What is incoming voltage? I've found those types of fixtures get really ornery when they start to age, and start to see low voltage. I'd also check that the power supply is actually giving the correct voltage to the ballast and ignitor.
