ETC ION ML CONTROLS

On my etc ion (right-side monitor) I have the | Live Channel | open on top and I want to get | ML controls | at the bottom half. Instead the browser is open. How can I open ML controls at the bottom?

The bottom half is the CIA. It's a special area so you can't move the tab into it. However, you can get the ML controls to open in the CIA by pressing F7.
