1. Scenic. The bottom most part of a jack stand, that rests (or is attached) to the floor as a support for bracing. Weight can also be placed on it to facilitate a more secure standing.
2. Lighting. A mounting device for a conventional fixture (or some moving lights) intended to sit on the deck and facing upward. One manufactured device is Apollo's Hoop Stand:
But they can also be easily fabricated out of a 12" square of 3/4" plywood and a 2" long, 1/2-13 bolt and nut.
If really desperate, just attach the fixture's c-clamp onto a pig weight (tape and/or spike as these tend to get knocked out of position easily):
