Does anyone have any idea what the name of the over the ear mic clip is ?

They're just generally called ear loops, Telex makes one of the better designed ones. They're sold for use with their IFB earpieces.

I was right it's a Hellerman tool!!!(who would have guessed?)

You're talking two entirely different but related things. The ear loop is called just that. The Hellerman tool is used to stretch the rubber sleeves you use to attach the mic to the ear loop.

I seriously have never seen one used(up close anyway)so I was just pulling things out of my hat.
