New silicone for some reason don’t bond with old silicone. It will weatherproof to some degree but will not structurally bond or beyond sticking to silicone coated LED or neon tape bond. Won’t make much of a cord grip.

Some epoxies and even silicones are harmful for electronics. Acrylic structural epoxies don’t seem to have a problem with either. They actually bond to the silicone of LED tape. Some such as the 3M #DP-8005 even expand some while curing - which is useful. Very expensive, but especially if quoting out a show needing digital LED Neon tape... worth tacking on a hundred or so more for something that will bond with the silicone of the tape and even weatherproof its wires coming. You literally cannot pry the epoxy bond from the silicone it’s been bonded to. DP-805 is not expanding and quicker drying in working with it, but for best results overall, plan on a 12 hour cure time with either or others.

Waxed paper at least for a mold release is necessary, or your wood clamping form blocks - will stick to your results some. Otherwise Vascaliene is a great mold release. You do need to clamp even silicone by tape so it sets up right. I use clear scroller tape for taping LED products in silicone. Better temperature range.
