The fixture Derek shows above is a noted fire starter, especially the older units without the guards. I suspect this is what is being singled out, along with any open halogen units. Down lights are a problem as well. Even MH down lights are known to start fires when the arc tube ruptures. Enclosed fixtures are a whole different thing. (Think S4) Would take one heck of a bad failure and a lot of bad luck to get one to start a fire due to a failure. However, lamp failures are not the only source of fire. Example would be having one fall over unnoticed in a dorm room. Of course, even an S4 would be a hazard if there were flammable materials near the fixture and in the beam. Safety and common sense go hand in hand. The problem is that you can not legislate common sense.
