Most likely they got assistance from an efficiency non-profit to install them. The amount you can get is determined by the power savings. We have switched a lot of our campus to CFL and T5 fixtures using these "coupons"I was talking to someone at school and they suspect that he has some alterior motive for installing them, ie installer is a buddy of his or theres a big tax break for installing them.
I've had to deal with him on other counts and he's just a plain old... jerk to put it kindly.
I am also hoping to get help from one of these companies- by switching our house lights to LEDs.
