The opposite of a "tracking" console. Each cue is made up of hard values for each channel; this is problematic when controlling movers. The ETC Express(ion) line of consoles is a current example. While they CAN track, they always default to non-tracking mode. Most of the more-advanced consoles have a virtual "toggle switch," to allow them to operate in either mode.
Not to be confused with "preset-console," which generally has no memory capabilities at all.
