Risk Assessing Dry Ice Outdoors

I've been told for an upcoming event I need a risk assessment for special effects/ fire effects which includes dry ice (also the only effect I'm using). Anyone done these? Pretty much what I'm thinking is goggles/gloves for whoever is breaking it into chunks, don't touch without gloves, don't lie down in it.

All together this seems rather silly for an outdoor event. But apparently they are dead set that dry ice needs to be included in the pyro category and have risk assessments approved by just about everyone known to man.
 
The only other thing I could possibly think of would be the risk of scalding fom the water in the fogger, if that is how it's being used, the abatement would be through training, gloves, and proper warning signs.
 
And perhaps a warning to patrons that outdoor use of CO2 might attract every mosquito in the entire state. :twisted:
