Turning a Lawn into a Performance Area

My local community center has a great lawn and there is no outside concert or performance area around and the town is the sort of the center of the area. There is a natural slope to the lawn, it backs up to a side walk, it is shaded after 4:30 PM by a large building on the left side of the property, it is in the center of town and it is idle most of the time. If anyone has some experience developing outside performance centers and could offer some advise I would be very thankful.
 
Stages, power and rigging are key areas where safety gets lost outside. Talk to a local rental outfit, they probably do lots of small events on lawns. Renting gear is the slow and easy way to start, plus you won't have to store it all come winter.

Talk to the city and/or fire marshal about all the reasons someone might complain; traffic, crowd size, access, access control ($), toilets, noise...
