From YouTube's terms of service:

Utilizing services that can provide you with a certificate of use is the best way to go. If the YouTube sound effect has the download button and states terms of use, then go for it.

I should note that only covers videos which have been uploaded to Youtube using the "Youtube License" you can select Creative Commons as well when you upload a video.

No need to mess with YouTube videos, YouTube has a separate site for royalty free sound and music. I use it all the time.
YouTube takes copyright seriously so I know the sound is truly available for public free use. And the sounds/music are high quality
