The Decibel is a logarithmic unit, used to describe the ratio between two different powers. Typically, the decibel is used with reference to power, but it can also be used to refer to voltage. A decibel measurement is ALWAYS referenced to some value - i.e., it is not possible to just have "20 dB" of something.
