Usually a communications Bus a Punch Down Block is a panel for organizing, connecting and routing a large number of small gauge wires. A Punch Down Block is a form of IDC.

you would need a type 66 punch down tool for this block

Nyet, the Bix block is actually a FORM of these. The ones I know (and have seen/used) are Krone, 66, 110, and Bix. Each of these has it's own tool for termination, and it's own quirks. 66 blocks, for instance, are not rated for use on data wire above Cat3 (TIA/EIA), limiting their use to analog phone lines and 10BASE-T.
