Adding fullness to a Venetian drop

I'm rigging up a Venetian drop for my next production and have a question regarding how to control the amount of horizontal fullness it has when pulled to its top point. If I understand correctly, adding more rings vertically will create more folds and therefore, apparent fullness, correct?

To clarify, my thought is that a drop with rings sewn every two feet on the vertical line will appear less full than a drop with rings every one foot. Am I right in this thinking?
 
I have only done this once, so not speaking from much experience, but seems like more rings means more folds, but they will be shallower because each ring gathers less material than if the rings were farther apart. So depends what you mean by fullness. The hand and weight of the fabric makes a difference too of course.
