Best hand-held communications?

Hello.

I'm wanting information on the best hand-held communications, multiple users, best power (range) but here's the kicker.. These need to run on disposable batteries (AA, AAA, 9V, ?).. The short life and high cost of the special battery cells for most systems is killing me.. Weather-proof is a plus!
