To answer the original question. The equipment speced above will give you 3 packs all on one channel. The PK7 will handle 3 packs but if you get above 5 in the future you may need to move up to a PS702, which can handle up to 40. The PK7 has 3 XLRs so you can home run each pack or daisy chain...

The earpiece Clearcom supply with their IFB receivers is the TS-1 which is like a single ear version of your typical MP3/Walkman ear buds

The Clearcom system generates a call by putting a DCs voltage on the Audio on pin 3
Check between pins 1 and 3 and see if you get a DC voltage when the call button is pressed.
Its not clear from your post but aside from the Call not working do you get any audio?

I cant say I have used either in earnest. I have played with the HME a little and it is pretty solid and reliable but failry basic having evolved from the headsets they use at Drive thru's but it should be pretty robust as a result.

You shouldnt need pins 1 and 2 on the 4 pin as they are for the Mic
If it doesnt work that way then check that the Clearcom is...
The only issue with using the Prog input on the Clearcom MS is that it is Mono.
If you need a stereo feed then you may need to take a look at something like this
