paint grade exterior plywood

I'm building a mobile marketing cart for a university. They'll be pushing it to various locations around the campus, so it needs to be able to withstand getting wet, and it also needs a very smooth paint surface. I'm trying to decide between using birch veneer ply (my lauan non-rainforest alternative) and really thorough urethane coats, or ACX and somehow sanding and filling all the grain. Or a magical third option. Thoughts? Do you think the "lauan" can be made to survive? Any good techniques on killing the grain of ACX?
 
Rats ! Derek beat me to it again. Exterior grade MDO, or "sign board" is the way to go.
