SeaChanger fuse blowing

I have a bunch of Ocean Optics SeaChangers with blown fuses. Replacing the fuse, it just blows again immediately upon power up. Obviously there is a short of some sort somewhere. Has anybody dealt with this? Is there a common place that a short occurs? Is it user repairable? Visually, I can't find any obvious problems with the circuitry.

It could be a short or the motor driver chip, which is hopefully socketed. I don't know anything about SeaChangers, but I do know that bad driving chips on some moving lights can take out fuses.
