Wireless Frequency Audit

I've been charged with doing an Audit of all of the Wireless Mic gear in our school district to make sure we are compliant with the FCC Whitespace Regs. (605-806Mhz reallocation in 2010 & 2015) As I collect info, I'm finding some teachers are still using some ancient Nady & Telex VHF gear.

With DTV and other VHF sources being so strong, should I recommend dumping this gear if possible? I'm unfamiliar with the VHF regs for this equipment, can anyone clue me in?
 
Only retire the systems above 698 MHz because they are illegal. The proposed 600 Mhz reallocation is only talk at this point so it would be very premature to make changes for it. I think there is a chance the FCC will drop the idea because TV stations won't volunteer to move. There are plenty of empty VHF TV channels and the equipment is legal. If a VHF system works, just keep using it.
