Thats because the first 48 channels that are assigned to your surface from default are MIX Rack channels. You want to assign say channel 49/50 which is a local IO stereo channel to somewhere on your surface. I havent used any I live in ages so I cant remember the exact process for that. Someone...
By far the best way to do this is to setup your desk with the correct recall safes / global scope. And make scenes for each change in your script (actors on and off etc) learn how to properly record, edit and recall scenes and manipulate them later. Then mark up your script with when each scene...

Can you clarify what you mean by toggle exec time on and off. Is this a per executor option. Like you tell individual cuelists whether they follow exec time or not?
Or is exec time a global option that overrides every single cuelist's fade times.
