Yes, if the outputs are arranged in the "standard" way for 208, if you plug in a 120 breakout, you will get 208 on the 120v outlets. The way the Strand rack arranges things with their non-standard breakout, if you plug in a 120v breakout both pins of the outlet end up being driven from the same phase.
