Where are you metering at? FYI, The control voltage is not 24v, but 120v. To convert it to 24v would require a transformer that would add space and weight.
Judging by the manual you linked (page 11 & 12) the 120VAC versions don't have a transformer in them so that actually sounds correct (news to me). 2 volt drop doesn't sound abnormal.
