Time shifting over time

Does anyone know of a free (or cheap) program or Pro Tools plugin that will allow me to slow something down over time? By that I mean I don't want to slow down an entire region of audio to one speed, but rather have it slow down gradually. Can Pro Tool's included Time Shift plugin do this? I haven't had much luck using it without pitch shifting. I have a song in my current show that needs to start at one tempo and then towards the end it needs to retard to roughly 20 bpm slower.

If the content is all sequences then you can just lay-in tempo changes over time.
If it's actual audio data then Serato Pitch 'n Time plug-in for pro tools should work just fine. It allows you to vary tempo over time which I think is what you are wanting to do.
