VL2201 Won't Strike

I have a VL2201 that will not strike, even with a brand new lamp. There is no error displayed, and all other parameters are responsive. There is also no "clicking" sound typical of a lamp trying to strike.

Any suggestions? Is the igniter dead?

while the igniter is a possibility, it is more likely to be the ballast. (arc power supply.)
If you can safely meter the input side of the igniter, it should be around 290-350 VAC when working properly, and trying to start.
DO NOT try to meter the output side of the igniter... it's 15,000 + VAC will damage most meters.

If you are not sure about doing it safely, don't do it!
