JD, what tells you that this instrument is not watertight?

Well, "water resistant" would have been a better phrase to use ;)

Vent holes
Open switch at top
Cable strain relief
No front or rear gaskets

To me, the big clue to what may have been it's intended use is that gap at the back on the handle, including what looks like a rubber protection foot inside it.

That space between the back end of the handle and the back of the housing is intriguing, and it certainly looks like one could use it to hang this light on the edge of a piece of 1x lumber or a steel plate or beam. But the possibility of portability doesn't jibe well with a yoke that looks like it's made for a semi-permanent installation.
