Broadcast sound clips over walkies

I'm trying to have an actor hold a walkie and listen to a cop on the other end. I have a sound clip of the police that I would like to play over the walkie. Does anyone know a simple mod to the walkie or a way to broadcast via computer? Any advice would be appreciated, I'm kinda stuck with this one.

Easiest would probably be to just put the mic of the 2nd radio in front of a speaker. Another option is that a lot of them have plugs to attach an external mic and speaker. You may be able to rig up a set of adapters that will let you run the audio though an aux on your sound console and into a 2nd radio. Someone would still have to hold the transmit button at the right time.

Pull all electronics out of the walkie. put the guts on an IEM pack inside the radio and a small amp with a speaker. It would always be on and you'll always hit your cue. Not cheap, but its a solution. Budget?
