Cardbord - see: NFPA 101 Life Safety Code, Chapter 13, Article 13.4.5.11 - Flame Retardant Requirements. Like Eric Hart's prime example above with ten billion cardboard boxes - this can be accommodated. Don't risk people's lives just because you are too cheap or lazy to apply the fire retardant. One spark and the whole thing could burst into a deadly conflagration. The example here was even worse - they painted the cardboard with enamel spray paint - an accelerant!
