I've seen it done with Avery labels which are easy to find templates to print with them. The adhesive has just enough tack to stay on battens, which works well if hanging a plot from scratch. If it was being used for a rep plot, you could wrap the labels in clear packing tape to make them stay there.
A hang tape or a focus tape? something to use once or to use many times? If you're talking the material to put it on, for one off's I'll use cash register paper, for rep a roll of Jute/webbing is a great investment. What exactly are you looking for?
