Yes and no. From a functionality standpoint, probably. You have more features than you may ever need or will ever use, and thus it can be easy to get mired in them when doing the basics. However, from a price standpoint, it is pretty much unbeatable. Those things said, it does the basics very well. You just need to learn the program first. The major drawback is a lack of physical handles for submasters and playbacks in the PC version, unless you purchase a wing.
