Fake bags of flour.

Needing to create 50lbs sized bags of flour for a bakery scene, but Im wanting them to be significantly lighter. Catch is they need to be firm enough to sit on like you would a stack of bags. So it cant be pillow stuffing. Just looking for ideas. Thanks so much.
 
Mostly lightweight filler material with some larger, heavier objects at different layers. Filler material could be packing peanuts or the like. The heavier "slump" material could be something convenient you have available like cut-off scraps of 2x4 or 2x2's. If these are layered into the bags, I expect you'll have enough weight to give some contours to the bags.

For that matter, you can probably fill them with pillow stuffing and then beat the snot of out them to put wrinkles in the bag. Distressing the bags with wear-and-tear to put some wrinkles into them may give more of the appearance you're looking for than physical mass will. Mass is more important if the performers actually have to interact with them versus if they're just static set dressing you can finesse when you set the scene.
 
my first thoughts would go to foam in a can.. "Great Stuff" or similar. Will fill the space in the bag, and firm enough to sit on.
could beat it / break it after setting to give some flex to the bag
