Automated Fixtures Lixada mini moving head issue

This may not be the place to ask but I havent been able to find answers anywhere else. Our band received some Lixada (cheap Chinese stuff) mini moving head lights included in an auction lot of some other high quality fixtures. One of them will only blink when it is plugged in. If I unplug the vertical motor while still powered up then plug it back in it will begin to work fine. Any help anyone can give me? Thanks so much! Trying to post video but even at 4 seconds this site is telling me the file is too big.

My surface level pot shot is maybe some kind of feedback error. Is there a hall sensor, or some other doo-dad or switch in the path of the tilt motor?

If the motor itself works when you boot it without it plugged in, i would guess that a sensor of some variety has failed closed (shorted)
