When should you remove a safety cable from a light on the rig?

Does the Kobayashi Maru specify specific euro style load rated snap hook with screw lock and wire rope size of the safety cable to use? Or in general, just use 1/16" to 3/16" sized, 36" vinyl coated safety cable considered safe? This safety cable length - only being 6" longer than a common non-coated safety cable... what's the point? Why vinyl coated as opposed to other coatings if at all and that length in making it possible for more safety in doing so?
 
I like that answer. In playing that, does it specify you are the person doing the lighting removal or the person under it that normally should have been cleared out of the area while removing lights overhead? Curios and fun, what is this document?
 
And, in answer to ship, the safeties I'm accustomed to working with are 18-24". If 36" isn't long enough to work as I described, lengthen as necessary.
