wireless clearcom and wired clearcom

Cheap wireless comm is $6k, plus $1-2k per beltpack.

Considering your main station is a ClearCom MS-232, I'm guessing that doesn't fall under your guidelines of cheap.

Consider handheld radios with headsets. Sure it's only half-duplex, but it's way cheaper and reliable for the price.
 
Wow! Great idea! Bluetooth for headsets...I wonder though, what are the technicalities? How well does it actually work? Have you tried them?
I think we have the wrong idea here. Most importantly, Bluetooth is not designed or rated for long range (that product is specced at 10m), or for terribly reliable operation. Part 2 is that the product linked to is designed merely to allow people to stray a bit from their beltpack while remaining in the loop (to be honest I can't decide from their site if the thing even has VOX or supports PTT). You still need beltpacks to connect those dongles to, and the correct bluetooth headsets on top of that. While you may be able to hack something together with them, it will be very sub-optimal.
