Looks like a homemade audio lifter at first glance.
 
It's a single pole. double throw switch, with a non-typical use of a 3 pin XLR connector, that seemingly gets signal up a pin and routes down one pin or the other, switch location dependent.

Could control anything that is Lo-Vo.
 
Power comes up one of the 3 pins, goes down a 2nd for one "state", down the 3rd for the 2nd "state". Presumably ground Is present at the lamp(s) to complete the circuit, thus not needed at the switch.

So, if what you have is a hammer, everything looks like a nail...

But it seems that if you took a standard Clear-Com XLR-3 and shorted power (pin 2) to ground (pin 1), you'd have a decent Remote Mic Kill for everyone on on that channel.
If you take power and shorted to audio (pin 3) you'd have a call signal, albeit with a big THUMP noise associated with it, if you don't add a voltage regulator.

Though it sure looks like a projector shutter controller, if you want to use it elsewhere, it'll probably make a fine Remote Mic Kill / Call Signal box for single channel intercom.
